You need to get out on your bike even in terrible weather and the C3 Gore-Tex Helmet Cover will help you get there. Got it mainly for warmth in the winter, not for rain. Have been riding into the mid-20F's with a thin balaclava plus a Gore WS thermal skullcap on top of it. My POC Ventral Air Spin has lots of vents (great for the summer!), and it struck me that reducing airflow thru the helmet might help keep my head warmer. Tried it on today's ride in the low 30's and it does help. I wasn't sure how well it would fit on the POC, which is more bulbous than typical helmets, but a size L fit nicely on my size L POC.
