The fabric/material seems high quality, and I haven't had an issue with it.
I wear this jersey (alone, no under layer) for early morning rides up the nearby canyons. When the temperature is around 50 F, plus or minus a few, I'm totally fine, even going down the canyons on the way back home, but I haven't tried it on anything colder yet. When it's in the upper 40's, I'll be a little bit cold at the start of a ride, until I get warmed up. I usually have to leave before sunrise, so it does get warmer on my ride, but that's about as close to a temperature rating I can give (I don't get bothered much by it being too cold, unless it's on my hands and feet).
I've only worn it in dry/fair weather, so I can't comment on exposure to rain, etc.
